NEW YORK CITY—Department of Homeland Security (DHS) Secretary Janet Napolitano inscribes "God Bless America" and signs her name at the site of the Sept. 11, 2001, terrorist attacks – part of the new construction ongoing in the footprints of the former World Trade Center.
